There seems some light through the tunnel of AICTE now.

It provides the list and links of FOSS on its software download section.

(Interesting to find the name commercial software as a synonym for
FOSS at AICTE)

Although it also shows links for M$ and AutoDe$k at -

FOSS support in times to come.
